The European Union's 27 governments finalized a law today capping roaming charges for customers using mobile phones abroad. The law caps roaming fees for the first year at 66 cents a minute for making calls and 32 cents for receiving calls abroad. Price caps are scheduled to decrease to 62 cents and 30 cents in the second year and 58 cents and 24 cents in the third year. The new regulations go into effect by the end of this month.
