Ukraine’s National Communications Regulatory Commission has proposed tighter regulations on long-distance IP telephony operators, stipulating that to qualify for a licence VoIP companies must either own networks, have the financial resources to build infrastructure, or have agreements in place to use the networks of other companies. Coming after last week’s announcement by the watchdog that it would remove tariff regulation on traditional long-distance services, the move represents more good news for incumbent state-run PSTN operator Ukrtelecom, which has long bemoaned the fact that small IP telephony firms can undercut its long-distance call prices by taking advantage of cross-subsidisation of the former monopoly’s tariffs.
