Deputy head of the parliamentary commission on industry, fuel and energy complex, transport, communications and business Alexander Shevko announced that main principles of telecommunications activities regulations foreseen by EU's legislation were taken into account in the new version of the Law.
In particular, the law does not provide limitations to the number of companies which can provide communication services of general usage. Some special obligations are foreseen for major telecommunications providers. Judicial preconditions for interconnection of national and foreign networks are provided by the law.
The new version of the law clarifies issues of telecommunications' tariff regulation in a way that minimizes financial losses of national communications operator.
The new law precludes discrimination for telecom operators and impediments to their interaction through ascribing special obligations to national telecom operator and other operators who dominate the market in Belarus.
The new law also defines procedures of establishing networks interconnection and interaction
