Historically, Cambodia has been fairly lax in enacting legislation that stifles freedom of expression online—unlike its neighbors of Vietnam and Thailand— but with more Cambodian citizens gaining access to the Internet, the Cambodian People's Party (CPP) has attempted to control dissenting views and "immoral actions" online through the drafting of a cybercrime law. A leaked copy of the legislation, which was initially drafted in 2012, revealed some serious threats to fundamental freedoms by making certain speech and other actions online punishable by fine and prison time.

Haras Rafiq is a former Director of CENTRI, an organisation that specialises in countering extremism.
It has been just over a year since Lee Rigby was brutally murdered by Islamist terrorists near the Royal Artillery Barracks in Woolwich. Thankfully, justice has been done and his two murderers have been sentenced to life imprisonment. Of course, that will not bring Lee Rigby back - my heart goes out to his family and friends.

Free speech has always been a concern to the EU, with flaws in the world of press freedom and pluralism in Europe still apparent today. In an attempt to raise awareness to these problems, both on an institutional scale and publicly, DG Connect, tasked with undertaking the EU’s Digital Agenda, launched a call for proposal for funding for a new project to allow NGOs and civil society platforms to research and develop tools to tackle this problem.
